CAMBRIDGE - The rapidly
increasing cost of a Harvard edu-
cation may eventually limit en-
rollment in the college to a small
"economic elite," according to Wil-
bur J. Bender, former Dean of
AdmIssions and Financial Aids.
"Unless hereafter the steady
stream of tuition increases is
slowed down to what is justified
by inflation, Harvard College will
have to cut itself off from most
of America," Bender said in an
annual report published yester-
day.
"If recent trends continue the
annual price tag for a Harvard
education will be $4,000-$5,000 by
1970.

The annual cost for a scholar-
ship holder "watching his pennies
carefully" is now approximately
$3,000, not counting transporta-
tion."
Although there has been an
"almost fantastic increase" in
financial aid resources during the
last ten years, Bender said, " no
significant gains were made in
lowering the economic barrier to
a Harvard education.
"The result of this unhappy
balancing of increased financial
aid resources by increased costs
has been a steady and alarm-
ing narrowing of. the income
range from which the college
draws its students," Bender said.

"Harvard is rapidly becoming a
college serving only upper-middle
income families."
Although there has been a
significant increase in the num-
ber of applicants from public sec-
ondary schools and in the per-
centage of scholarship candidates,
this cannot be taken as an indica-
tion that the candidate group
covers a broader range of eco-
nomic backgrounds, he explained.
"What has happened is that we
now have a much larger propor-
tion of middle-and upper-middle
income candidates but have lost
ground relatively, and probably
absolutely, among the really low
income families."
