IDGHLAND PARK - By a thr to two vote, the Highland
Park City Council voted to table Mayor Linsey Porter's request
to establish a Building Authority.
According,to Council Pr iden Pro Tern Christine Franklin,
a letter from the City Attorney said that such an authority was
necess ry before the city could en r into a contract with the
state.
Both City Attorney, Eric Daniel, and Aide to the Mayor,
Scotty Wainw ight, tat at he Monday, D mber 20 City
Council m ing that thi was no required by state law. How­
ever, Wainwright said that a tate official told them the state
would expec the city to do this,
Franklin, ouncil woman Gret Johnson and Councilman
Titus McClary, said they wished to s a letter from the state
official, so that hey could have hi information in writing.
They also request a opy of th state law under which the
Building Authority would e created.

Crammer warned that the

of Government Waste Policy as
saying that there were available
alternatives that were both­
safer and more economical than
incinerating medical waste.

Highland Par City Council ap­
proved the Ie of two home ites
to the Ashanti Villa velop­
ment Company and giving them
an option to 11 23 additional
one during it December 20
m ting.
VVhen asked by a ident
during public ion, city offi­
cials tated that the homes
would cost 54,940 or $465 in
monthly rents. Councilman
Frank Ross said the project was
trying to target residents mak­
ing 19,500 a year.
One ident stated, "Nobody
living in Highland Park can af­
ford that." Ross id uch hous­
ing would attract young people
with that income. One official
stated that many who wished to
be appointed city officials could
not atisfy the residency re-

value of property in the entire
city would be raised. Admini­
stration officials stated they
were trying to do that.
Regulations

Highland Park Council Presi­
dent Dwight Downes said he
would draw up new regulations
for cab licenses and submit them
to the City Council by the Janu­
ary 10 meeting.
A request for such a license by
Myrtle M. Bowen was tabled un­
til such regulations were placed
before it.
Downes, who was chosen to
put them together, said that the

was necessary to confer with the
city law department, and the de­
partment had been busy work­
ing out other-matters, including
the Chrysler settlement.

The King movie, called "Guilt
or Innocenc : The Trial of James
Earl Ray," was filmed in Mem­
phis in January. The movie,
broadcast in April, was staged to
look like a trial.
Garrison said one of his cli­
ents was questioned during the
filming but did not appear in the
finished movie, produced by
Thames Television of Britain
and the pay cable TV network
Home Box Office.
Hickman Ewing, a former
U.S. attorney who played the
part of prosecutor for the movie,
said he believes one' of Garri-
, son's clients is a former Mem­
phis busin sman who owned a,
restaurant near the Lorraine
Motel, where King was felled by
a rifle shot.

gator during the movie, former
FBI agent Charlie Burns, met
with one of Garrison's clients
