VVhen asked by a ident during public ion, city offi­ cials tated that the homes would cost 54,940 or $465 in monthly rents. Councilman Frank Ross said the project was trying to target residents mak­ ing 19,500 a year. One ident stated, "Nobody living in Highland Park can af­ ford that." Ross id uch hous­ ing would attract young people with that income. One official stated that many who wished to be appointed city officials could not atisfy the residency re- oeeause the w housing for th m. The movie, broadcast in April, was staged to look like a trial. Garrison said one of his cli­ ents was questioned during the filming but did not appear in the finished movie, produced by Thames Television of Britain and the pay cable TV network Home Box Office.
