All citizens wishing to take
the vacated council seat sent re
quests to the council that they be
chosen. The council members
passed a resolution agreeing to
continue voting on the issue un
til one of the candidates got a
majority or a unanimous vote.
One of the unsuccessful can
didates, Wanda Linsey Bostic,
charged the process was illegal
at the start because of'provisions
in the Highland Park City Char-
'ter sayingthe council must act
30 days after the vacancy.
BOSTIC SAID the 30 day
time limit began on the day of
Davis death on June 16th.
Downes said council mem
bers assumed the time limit be
gan with the meeting after his
death on June 21. Bostic said the
city bas no choice but to hold a
special election, which she called
the only democratic way to han
dle the vacancy. _
In the last general election,
Bostic came in seventh in the
race for five seats, just behind
Councilman Comer Heath, and
believes sh can win such a race
now. ,
Some council. members con
tend that because of budget dif
ficulties, the city can not afford
to pay for a special election.
The appointment would have
lasted until a state primary elec
tion scheduled for August, 1994,
which h tate would finance.

in my apartment building. She's
white but she dances, raps, and

for her to be that way, she's going
to untwist her hair, change her
clothes and go out into the world.

Prince's soon-to-be-former
band. Last month, Prin an
nounced he'll split with his band
after a European tour that
opens later this month in Eng

Prince also announced at

for male and female. No pronun
ciation was given.
Visitors to the store will be
able to hear unreleased music
and videos. The store's opening
is scheduled to coincide with the
start of his tour on July 26.

Panelists agreed that rap is dis
tributed based on how much
money the track brings in.
"Luke (of the group 2 Live
Crew) only makes songs like that
because it's selling. He took a
heavy Miami bass and added
those kind of lyrics," Henderson
said. _,
Henderson also believed tha .

"Mary M� Bethune stood
in front of an empty parking lot,
with a $1.50 in her pocket, and
started a school. So don't tell me
it can't be done," Henderson
said.
