Survivors Include: her hus­
band, Tom; three daughters,
Jackie Tanner of Niles, Barbara
Tanner of Georgia and Delores
Tanner of Benton Harbor; flv.e
sons, Tom, Billy and Jack, all of
Benton Harbor, Robert of Louisi­
ana and Bobby of Georgia;
seven grandchildren: three sis­
ters, Helen Boswell, Lola
McGraw and Dolly Shobe, all of
Kansas City, Kan.; and three
brothers, George Penn and
Charles Penn, both of Kansas
City, and William Penn of
Hartsdale, N.Y. She was pre­
ceded In death by a daughter,
Rosemary Tanner, In 1971 and
by two sons, Tony In 1971 and
WIlliam In 1958.

The Benton Harbor City Com­
mission approved to pay Waste
Management of Michigan, a
Dowagiac based firm a ettlement
of $64,362.77 for trash pickup erv­
ices rendered to the city before their
contract was broken by the city.
According to City Attorney
Robert White, th city was invoiced
approximately $82,500 and part of
that not prorated b , (or the
last month of their services. White
said Waste Management sent the
invoice as if they had performed
services throughout the course of
that particular time. .
In October, 199], Wane Man­
agement was awarded a fivc-year
contract with the city to collect
solid waste and Industrial Sanita­
tion, a local company who e bid
was $10,000 higher, w awarded a
contract to pick up waste at multi­
unit site within the City.

term of the contract, the attorney

their contract from day-one in
wanting to give the contract to In­
d trial Sanitation in th first place.
According ,
bid specifications call for a ecurity
bond, which they had, but Industrial
Sanitation did not present one.

fident that he had to go on to court
and fight the, uit he would have
