Mc Clelland challenged argu
ments that white officers do not live
in the city. Although be notes that
past arbitration agreements give of
ficers the right to live outside the
city, he said a large number of Black
officers also do not live in Highland
Park.
The rate of solved cases, he said,
was 85-90 percent in Highland Park.
