budget cutbacks were Black, al­
though he admits a majority were.
He said there were 11 layoffs - two
white officers and nine Black. .

tion at the speed in which the serial

PORTER BLAMED "dis-·
gruntled officers for the recent con­
flict, "I resent the fact that anyone
would try to start race baiting in the
public safety department."
Mc Clelland challenged argu­
ments that white officers do not live
in the city. Although be notes that
past arbitration agreements give of­
ficers the right to live outside the
city, he said a large number of Black
officers also do not live in Highland
Park.
The rate of solved cases, he said,
was 85-90 percent in Highland Park.
