BIGHLA D P Mayor
Lin ey Porter focused on the
problems of Highland Par ying
that the city needs busine es and
consumers to be more loyal. He also
said that he will be holding
businesses responsible for "giving
back to the community that upports
them."
"First of America (Bank) has
decided to leave Highland Par for
reasons I'm till not ure about.
Churches and Highland Parkers
alike have money that they've put
into that bank, and if they think that
they're going to leave our
communi ty and take our dolJars wi th
Jt, I don't know whose medication
they're on.
"We're telling the businesses to
recommit to reinvesting in our
community, and we want the citizens
to 510 the same," he added. "Did you
know that 85 percent of the Highland
Par Public Safety officers do not
even live here? And they've never
cashed a check or even bought a
cigarette here. But they keep on
. queezing us for the dollars."

"Some of us ee power through
po ition or with money. But many
don't know that the greatest ource
of money is consumer power.
Unfortunately, our people have
bought into the idea that when you're
making money you have the right to
spend it anywhere you want to. We
go to spend our money where other
people with money spend theirs, and
then we're out of here.
"Whether its a pop bottle, a . food

realize that where we spend that
money can make or break our
community. It is within your power
to decide that the money in your
pocket or purse should be spend in
your own elf-interest. We have to
make businesses responsible so that
we get back a fair dollar. "
Detroit entrepreneur Carolyn

DIANE BERNARD, Chair of
the Welfare Rights Organization and
Michigan Up and Out of Poverty
Now, also testified.
"When' Engler took office, and
even before when he was a member
of the legislature, we've called him
for help and he ignored us. We would
like to add an additional indictment
of conspiracy to stop our
organization's protests and the
institution of policies of genocide.
Mr. Engler has made life unbearable
for hundreds of thousands of people
in this state. When women who don't
get enough from welfare go to work
to make sure their kids have bus fare
and clothes for school, Engler
punishes them by charging them
with welfare fraud and food stamp
fraud."
Hurwitz asked Bernard if
Engler's cuts have broken the "cycle
of dependency" on welfare.
"The cycle of welfare
dependency can onI y be broken wi th
jobs that pay enough," replied
Bernard. "Engler has instead created
an environment of desperation and
terrorism for women and children in
Michigan. More crimes are being
committed because people are
desperate. "
SANnRABIGELOW, who is a
Hunger Action Coalition Outreach
worker, said that the Coalition,
which feeds 786 people every
month, but has to tum away 386
women and children each month due
to cuts in their funding.
"Out of 97 emergency food
providers that we service, 91 have
had an increase in clients since
Engler took office. The other six had
no increase because people already
knew that they had run out."
Hall then questioned the witness,
asking Bigelow how long she had
been working in her present job.
"Two and a half years," replied
Bigelow.
"Then you've had job for a long
time because of hungry people,
haven't you, Ms. Bigelow?" Hall
asked.
Despite other such attempts by
the defense to discredit witnesses,
after five minutes deliberation, the
jury returned with the verdict,
fiading Engler guilty on all counts,
including "bringing serious harm to
the poor women and children of
Michigan by cutting AFDC balefits,
eliminating the income offset" which
allowed AFDC families to keep
some of their earnings, and changing
the rules for the emergency needs
program, making it nearly
impossible to qualify for assistance."
Sentencing will be done by voters
at the next election.

mayors and activists for May 16.
Organizers y it is intended to end
a nonpartisan message to the
dministration and Congres about
the urgent needs Of cities.
, ....
Our federal government and Congress have abandoned the cities across this nation. Homelessness
and the lack of affordable housing, unemployment. hunger, hospital closings and a health crisis,
deteriorating schools, drugs and crime engulf whole communities. The racist edge or the budget
cutbacks and policies of the Reagan and Bush adm nistrations is devastating our communities, while
police, sexist and racist violence are on the rise. '
This crisis has prompted a call to action for a march on Washington, May 1,6. 1992, sponsored by
the U.S. Conference of Mayors, This March on our nation's capitol must be endorsed by the. people
who are most affected by the Crisis. Together, collectively, we must put an end to the domestic misery
by sending a message to the Pre ident, the Congress. and all our elected officials that the time has come
tor the richest country in the world to inv .. est in the American people.
