BACK AS SOON AS
SAGINAW, Mich. (AP) A Saginaw native teaChing post-apartheid
business practices to South Africans is incredulous at hi role.
Louis A. Picard knew the laws of racial separation would end some
day, but the timing surprised him. Picard, associate dean o[ the Univer
sity of Pittsburgh Graduate School of Public and International Affairs, is
working with the University of Witwatersrand in Johannesburg to
develop a new public policy and administration curriculum.
"I would have never believed I would have a direct role in South
Africa' vast changes, to he said.
The new curriculum, which begins Feb. 6, will provide high-level
management and busine policy training for future managers in post
apartheid South Africa.
The partnership between the universities is being funded by the' Ford
Foundation. .
Picard spent three years in the Peace Corps, lived for eight years in
East Africa and worked with the African National Congress in its
anti-apartheid efforts in SO)Jth Africa.
