Brooks said the project commit

valid becau e, (1) the con ern with
the p rformance of the ci ty in th
past, pertaining to the present
Christma decoration, which i only
six years old, (2) the information wa
brought to the board at a late date,
and (3) the propo als had not been
bidded out, but only olicited to one
contractor.
Kelvin Clements, Chairman of
the Project Committee said the main
objection he would h ve i the way
the decorations are now being stored,
not being taken care of. If the city
purcha ed the decorations they
wouldn't have any place to store
them. At the present time, the old
decorations are stored in the Liberty
Theater.
DDA Board members William
Nichols, who i also on the board of.
Benton Harbor Now, said Benton
Harbor busine man Ro Hadley is

Brooks told the board members
that Yarbrough told him-that mo t of
the Chri tmas decorations that the
city had were damaged beyond
repair and presently there is only
abo t 44 parts of Christmas decora

BROOKS ID in 1985 the city
