City re ident Curtis Murphy,
questioned the commission about
the property the city will be turn­
ing over to the Benton Harbor
Non-profi t Property Management'
Corporation, a board created by
the Cornerstone Alliance of six
bankers who have more votes on
the Board than any other interes .
On the board also are Commis­
sioners Wysinger and Yarbrough.
The group i mentioned in the
Five-Year plan aUhough the city
bas never approved any relation­
ship with the Non-profit Property
board. .
Mayor Wolrs brother is being
paid to "stablize" city-owned
housing by the Non-profit beard.
Mayor Wolf stated that it was
only an information item for the
Emergency Loan Board.
He said every year the city has
to provide a plan to the Emergen­
cy Loan Board, giving them infor­
mation on the direction the city is
taking.
THE PLAN IS to give the
Non-Profit Board 300 pieces of
city-owned land for one dollar, al­
though minimum bids of $500
have been put on the arne proper­
tie when it comes to elling them
to city residents.
The Wolf administration is
likely to take no action on the give­
away plan until after the Novem ..
ber election.
Murphy said he has seen where
developers come in and do a lot of
rehab, pushing up the value of the
property and people then don't
have the money to pay the high­
taxes that result from the develop­
ment, get hed right out of the
community.

Dorothea Lathrop has joined the
Twin Cities Area Literacy Council
office taff as a VISTA volunteer.
. She will act a liaison to the com-
munity in representing the council,
peaking to church and civic Of­
ganizations, and recruiting studen
and tutors.
Ms. Lathrop a life-long resident
of Benton Harbor, graduated from
Benton Harbor High School in 1988.
She attended a 4-day training Ion
for VISTA volunteers in Min­
neapolis in August. VISTA (Volun­
teem In Service To America) is a
national organization of volunteers
who serve for up to three years in a
