HIGHLAND PARK - The city of
Highland Par f beefing up its
public safety trength.
In a move that may be a comer
tone in its fety program, Highland
Par recently hired eight laid off
Detroit police officers nd within
two 'Weeks i police academy will
gradu te dditional officers.
What the e office mean to
Highland Park, Director of the
Department of Public' Safety, -Mar
hall ErriersonJunior aid is, at "peek
hours," two hif will overlap and
more officers will be on the streets.
However, there has been some
criticism; words to the effect that if
Detroit cal the laid off police of
fice back to work, Highlaoo Park
will be left with, eight slots tbat need
to be filled.' ,
THE ARGUMENT eem to
, favor hiring additional office
through the police cademy proce ;
not hiring laid Off Detroit officers.
Director Emerson defended tho
city' po ition by pointing out that
one, he i till recruiting; two, inner
city police dep rtments are training
grounds; three, the eight trained of
ficers who e average street patrol is
three years, ved Highland Park the
co t it would have sustained if it had
put them through the academy; and
four, it i unconstitutional to ask of
ficers to sign agreements whereby
they have to swear allegiance.
"By hiring these eight officers it
saves the city m<mey, " Emerson said.
"We are now up to budget expense."
The Director said his position is
"pro active; not reactive." Which
meaDS, he ld, he observ his sur
rounding Iocalitie , Detroit, Oak
Park, Inkster and the like, and use
that information and his combiDed
years of police work, to make
decisions.
He id he also instructs his ot\
fleers "to be sensitive to adze
ituations.
MOREOVER, Director Emer ..
son aid, "Too many of OUf citizem
are placing negative attitudes 0
themselve . The e new officers are
under what we call a wer hift":
He dded, "There will be more
street top; more treet inv tlp-
tions." .
According to Emerson, Highland
Park doesn't have a gang proble.
per e, and hi department is "diIJ.
placing" the drug element by in.
creased raids, nd, be dded, bcca
the city has hired additional public
afety officers;"1 nticipate a poIi-
tive impact." ! ,
