contract died because of lack
of support. The council did
not think that Colbert would
be effective as both the As
sistant to the Mayor and As-
istant Director of Public
Safety, of which he is now
doing, being "on loan" to the
Public Safety Department.

sappointed at the mayor for
bringing the contract back to
council after the council
failed an earlier request.
The council did express a
desire to leave Colbert in his
position as Assistant to the
Mayor.
Highland Park residents
voted overwhelmingly in
November for a charter
amendment which require
aJl city workers to live within
the city. The amendment did

workers, who presently had
contracts with the city.
