'. Franklin said she was dis­ sappointed at the mayor for bringing the contract back to council after the council failed an earlier request. The council did express a desire to leave Colbert in his position as Assistant to the Mayor. Highland Park residents voted overwhelmingly in November for a charter amendment which require aJl city workers to live within the city.
