At Monday night's, August
14 Benton Harbor City Com­
mission meeting. the commis­
sion made their final decision
on the sale of the Vincent Place
by accepting the purchase
agreement ofWinn Wolf for the
amount of S275,OOO.
The commission was to ap­
prove a purchase agreement
from developers Ross Hadley
and Wmn Wolf for the amount
of S3OO,OOO for the purchase of
the Vincent Place, but at the

sion wor bop the commission
got copies of a new proposed
purchase agreement for the
Vincent. City Manager Steve
Manning told the commission
that-they would be expected to
vote on the new proposal at
their regular Monday meeting.
Manning said that Hadley
and Wolf, along with John Po -
telli, the city's att meywould be
in his office on that Friday, from
11 a.m. to 1 p.m. to answer ques­
tions from the commissioners.

shaw said he didn't think that
was enough time to 100 over
the proposal and ask questions
and he felt that the developer
hould meet with the com mis­
ioners face to face to answer
any questions that may need

Mayor Pro-Tern Charles
Yarbrough said the handling of
this purchase greement should
be done the same way as the one
with Theodore Smith and Perry
Ballard - the original bidders
on the Vincent who were unable
to get the city-to agree to chan­
ges in their proposal.
Yarbrough said that the
agreement was public informa- ,
tion and that procedure used
would rna e the public think
"we're doing things behind
clo ed door ." �

document" but "how we get
there is nobody's business."

The commission voted 7-2 to
approve the purchase agree­
ment with Winn Wolf for the
Vincent Place.
Yarbrough said he felt that
the "city turned down the best
proposal when 'they turned
down Perry Ballards offer to
purchase the Vincent Place."
With the 7-2 vote means it man­
dates the commission to sell the
Vincent and "I'll will sign the
purchase agreement," s id
Yarbrough, but "my vote is still
in abstention because I'm not
sure what the hell is really going
on here," he added.
Out of the $275,000 sale
price, $5,000 will go for the land
and $270,000 for the building.
The sale price does not include
any payment for personal
property. depo it of $13,750
by the buyer will be retained by
the City as the Buyer's proposal
deposit and the remaining
$261,250 will be paid by cer­
tified or cashiers' check at clos­
ing no later than September 8

At the city's expense, no to
e�c<:ed $1,500, the City will,
within 20 days of the date of the
agreement, provide Wolf a
spotted certified survey having
all the corners staked and show­
ing all improvements on the
property.
Hadley said he is very
pleased that the sale was made
to Winn Wolf on the Vincent
Place. He also said that one
thing he wanted to make the
commission aware of is, that
normally the sale of property'
a "terminal thing" something
you forget about, but he doesn't
feel it is true on the Vincent
Place. "I think the city should be
extremely aware in kindness
and fact that the Vincent should
be the 'drawing card for
downtown Benton Harbor, this
should be the landmark, it
