The commission was to ap­ prove a purchase agreement from developers Ross Hadley and Wmn Wolf for the amount of S3OO,OOO for the purchase of the Vincent Place, but at the Thursday, August 10 commis­ sion wor bop the commission got copies of a new proposed purchase agreement for the Vincent. City Manager Steve Manning told the commission that-they would be expected to vote on the new proposal at their regular Monday meeting. Manning said that Hadley and Wolf, along with John Po - telli, the city's att meywould be in his office on that Friday, from 11 a.m. to 1 p.m. to answer ques­ tions from the commissioners. Commissioner Ralph Crcn­ shaw said he didn't think that was enough time to 100 over the proposal and ask questions and he felt that the developer hould meet with the com mis­ ioners face to face to answer any questions that may need an wering, Mayor Pro-Tern Charles Yarbrough said the handling of this purchase greement should be done the same way as the one with Theodore Smith and Perry Ballard - the original bidders on the Vincent who were unable to get the city-to agree to chan­ ges in their proposal. Yarbrough said that the agreement was public informa- , tion and that procedure used would rna e the public think "we're doing things behind clo ed door ." � Manning said the final pur­ cha e agreement is a public document" but "how we get there is nobody's business." Yarbrough said he felt that the "city turned down the best proposal when 'they turned down Perry Ballards offer to purchase the Vincent Place." With the 7-2 vote means it man­ dates the commission to sell the Vincent and "I'll will sign the purchase agreement," s id Yarbrough, but "my vote is still in abstention because I'm not sure what the hell is really going on here," he added. Out of the $275,000 sale price, $5,000 will go for the land and $270,000 for the building. He also said that one thing he wanted to make the commission aware of is, that normally the sale of property' a "terminal thing" something you forget about, but he doesn't feel it is true on the Vincent Place.
