also pay a late fee, but not a

grant period, which is a year.

recently released report by a
panel of scholars concluded
that economic and social gains
for American Blacks have
grounded to a virtual stop and
have been that way for the last
20 years. According to the
report the nation's African
American population began to
make rapid social and
economic advances in the
1940's. But those gains appear
to have ended in th late 1960's.
The report by a committee of
the. National Academy of cien
ces says the majority of Blacks
will continue to make major
controbutions to American
society but that nearly a third of
the Black population ppears
locked in poverty and may ac
tually be getting worse off over
time.
The report warns that unles
something is done to aid this
Black "underc1ass" the status of
all Blacks will deteriorate.
