According to the report the nation's African­ American population began to make rapid social and economic advances in the 1940's. But those gains appear to have ended in th late 1960's. The report by a committee of the. National Academy of cien­ ces says the majority of Blacks will continue to make major controbutions to American society but that nearly a third of the Black population ppears locked in poverty and may ac­ tually be getting worse off over­ time. The report warns that unles something is done to aid this Black "underc1ass" the status of all Blacks will deteriorate.
