vatioas. He said that sociIogical
studies have' indicated on a na­
tional . that more Blacks
appear in aiminal courts than
whites and he does �ve an im­
pressiGn coecernieg Blacks that
appear in other areas of the
courts. For example, he said
that he does not see, many
Blacks in d.NoI'ce courts, or with
ny problems that involve
domestic relations such as 'a1S­
tody s-uits, etc. And said few
Blacks appear on the non-sup­
port calendars.
Judge Noecker has attended
the Michigan J udiciaI Institut�
and was a part of Southwest
Michigan J udges Association
and the Supr-eme Courts Sen­
teociDg Guidelines Project
He also attends the Annual
Judicial Conventions andSemi­
nars from the Detroit
Mettopolitian Area and is ac­
quainted with many of the Black
judges such Judge Hood and
Judge Wals who are two Black
Judges on the Court of Appea

Supreme Court Justice Dennis
Archer. He recalls attending a
dinner for Governor Milliken,
before he left office that was
spoDSO!� by all of the attorneys
that Milliken had appointed. He
also said of that number many
were Black and re female and
noted that it is very possible fo
a Black to become a Circuit
Court Judge today.-
His advice to the Black youth
is to work very hard, stay in
school, get the best grades that
you can, take each day one day
at a time and prepare yourselves
so when opportunities avail, you
will be prepared.
Judge oecker was born in
1941 in Constantine, Michigan.
He graduated from high school
in 1959. In 1963 he received his
BA degree from the University
of Michigan and receive1 his
Juris Doctorate from the
University of Michigan Law
