the City Clerk's office did not
give them their agenda in
enough time to adeq ely con
sider the issues in it, all five
members of the Highland Park
. City Council voted to take no ac
tion on 14 of the 17 agenda items
brought brought before it by
various officials at the March 7
council meeting.
The council agenda consists
of different items requested for
action by the mayor, the city at
torney, city cler and different
city departments. The city clerk
has the responsibility to hand it
to the council the week before '
the meeting.
Council President Lindsay
- Porter stated the clerk's office
1 did not give them enough time to
study the issue or talk with
department heads about the
reasons for their requests.

about what we're voting on."he
declared.

ollege's Performing Arts
Center (PAC) has been
awarded a grant from Arts Mid
west in support of its presenta
tion of The Dayton Contem
p rary Dance Company
(OCDC) on Feb. 10-13.
The P A received this award
based on its continuity and
quality of programming, ac
cording to Dr. Paul Merritt.
From Feb. 10-12, 1988,
DCDC provided a series of lec
ture/demonstration workshops
and a master's class. due to in
climate weather, the perfor
mance on Feb. 13, 1988 had to
be cancelled. The performance
has been rescheduled for May 1,
1988 at 8:15 p.m. \

Observers state that part of
the reason for council
members'reactions may be a
belief that under the past ad
ministration of Robert Black
well, the city council was not in
dependent enough. Such ob
servers add that the concil
liatory pproach of the mayor's
office may represent a desire of
the newly installed Mayor Mar
tha Scott to respect this desire
for independence.
Councilwoman Christine
Franklin cited section 5-3 (h) in
the Highland Park City Charter
stating that "no item of business
shall be placed on the agenda
unless notice thereof was filed in'
the office of the clerk by noon of
the third working day preceed- (
ing each such meeting."
Councilman Dwight Downes
stated, "I wholeheartedly agree
with Chris."
On. the top of the council
agenda was stamped the words

though she estimated it at 2 p.m.,
two hours after the charter's
12:00 noon deadline. When
