Kappa Alpha Psi Fraternity,

, Their sincerity is under
minded by the fact that in
1981 when the Pre 'dent took
office the nation wa spending
404 million on drug treatment,
"Grand Polemarch Bacon noted.
"By 1986, President Reagan had
cut that figure to only 279
million. Thus, in view of the
record, there are sound rea ns
for doubting their sincerity."
"In our Blac communities
poverty: unemployment, lack of
quality education and alienation
of people within have aided
in the u of drugs a a mean
of coping with every day pro
blem and frustrations," said
