Bacon, Grand Polemarch of Kappa Alpha Psi Fraternity, Inc. , Their sincerity is under­ minded by the fact that in 1981 when the Pre 'dent took office the nation wa spending 404 million on drug treatment, "Grand Polemarch Bacon noted. "By 1986, President Reagan had cut that figure to only 279 million. Thus, in view of the record, there are sound rea ns for doubting their sincerity." "In our Blac communities poverty: unemployment, lack of quality education and alienation of people within have aided in the u of drugs a a mean of coping with every day pro­ blem and frustrations," said Grand Polemarch Bacon.
