Don't Discount Shariah

D

angerous foes of the West court shariah, or Islamic
law. It's a totalitarian socio-political doctrine that
imposes itself on all aspects of civil society and
human life — public as well as private.
Shariah means "the path." Faithful Muslims are obliged to
wage jihad (holy war) in pursuit of a shariah-governed global
Islamic state known as the caliphate.
The set of living and govern-
ing standards is rooted in the
Koran (Allah's words as dictated to
Muhammad) as well as hadiths (say-
ings of Muhammad) and agreed
interpretations. It commands Muslims
to wage jihad until all members of the
Dar al-Harb (House of War, where sha-
riah is not enforced) come under the
Dar al-Islam (House of Submission,
where shariah is enforced).
Shariah dictates three choices for
non-Muslims: convert to Islam and
conform to shariah; submit and become second-class citi-
zens (dhimmis); or be killed. The middle option is not avail-
able to all.
These are key findings of "The Threat Posed by Shariah,"
a massive, unclassified 2010 study by the Center for Security
Policy (CSP), a Washington think tank founded by Frank
Gaffney Jr., a Republican who cut his political teeth in Ronald
Reagan's administration.
The CSP report describes shariah in chilling terms — "the
crucial fault line of Islam's internecine struggle." On one side
are Muslim reformers and authentic moderates whose voices
of reason are a reference point for a Muslim's personal con-
duct, not a controlling web to be cast over a pluralistic society.
On the other side are Muslim supremacists — Islamists who
seek to impose a totalitarian regime in the form of a global
network structured as an Islamic state. Shariah holds that
Muslims must install, and the world is required to adopt, this
compulsory system — "the failure to do so being deemed a
damnable offense against Allah:'
Talk about disquieting reading material!
It's a report no American should ignore whether they ques-
tion details of it or not.

The Key Points
Shariah adherents view the West as a beast to conquer, not
a culture to be tolerated. "It is impossible, they maintain, for
alternative legal systems and forms of governments to peace-
fully coexist with the end-state they seek:' the report states in
a powerful passage.
As it should, the report challenges the U.S. govern-
ment line that "violent extremism:' a poor euphemism for
Islamism (Islamic terrorism), is the backbone of today's
totalitarian threat.
Strikingly, Islamic terrorism and pre-violent civilization
jihad are both commanded by shariah. As the report stresses:
"That is not only the view of extremists and fringe elements
hijacking the religion, but of many authorities of Islam widely
recognized as mainstream and drawing upon orthodox texts,
interpretations and practices of the faith:'
Shariah adherents in America seek nothing less than
uprooting the U.S. Constitution. The CSP study has an influ-
ential and formidable model. It is based on a 1976 document

known as the Team B report, a classified analysis commis-
sioned by the Central Intelligence Agency under Director
George H.W. Bush. Team B challenged the prevailing govern-
ment intelligence supporting the potential for peaceful coex-
istence with the Soviet Union through a policy of engagement
known as detente.

Honor Thy Brother?
The Muslim Brotherhood, an Islamist Sunni transnational
movement, is the largest political opposition organization
in many Arab states. The CSP report, also called Team B II,
brands the Brotherhood "the font of modern Islamic jihad."
The Brotherhood is dedicated to the same global suprema-
cist objectives as Al Qaida and the Taliban. Such groups follow
shariah, but "believe that violent jihad is more likely to more
quickly produce the common goal of a global caliphate:'
The Brotherhood "exploits the atmosphere of intimidation
created by Islamic terrorists:' according to the CSP report.
This exploitation inculcates in the West a perceived need
for outreach with the "Muslim community" which allows
Islamists to infiltrate, by stealth, Western societies.
The report delivers a wakeup call: "The combined effect of
such 'civilization jihad' and jihadism of the violent kind may
prove to be considerably more dangerous for this country and
other Western societies than violent jihad alone:'
In pushing shariah on American soil, the Brotherhood has
cunningly penetrated our educational, legal and political
systems as well as top levels of government, intelligence, the
news media and U.S. military — "virtually paralyzing our
ability to respond effectively:' according to the report.
So much for thinking that if we deter the violence, we're
safe.

Fighting Back
But all hope is not lost.
"An informed and determined counter-strategy to defend
the Constitution from shariah can yet succeed:' suggests the
report.
Are we really in such grave danger? I'm not sure shariah is
the preponderant Muslim ideology. But it remains a dynamic
movement with mainstream Islamic support. What's more,
it's lavishly financed and propagated by Islamic powers Saudi
Arabia and Iran through disciplined international organiza-
tions such as the Muslim Brotherhood.
The Center for Security Policy is right: "We have an obliga-
tion to protect our nation and our way of life regardless of the
ultimate resolution of Islam's internal strife:'
We can enhance that protection by empowering Muslim
reformers and authentic moderates, who represent our natu-
ral allies. But we cannot will them to victory against Islamism;
they must achieve it.
Whether they succeed in delegitimizing shariah in the tin-
derbox that is the Muslim world, we in the West must face it
down as a legitimate global threat.
