active duty in 2003, his forces
foiled every attempt by terror-

"The Gold Rule in the army is
never to leave the wounded in
the field:' says Almog, applying
it to his current work on behalf
of Aleh, which operates residen-
tial facilities for children with

with special needs.
The day after the Almogs'
visit, Israeli Prime Minister
Ariel Sharon, with his two vice
prime ministers, Shimon Peres
and Ehud Olmert, launched a
$3.6 billion plan, for Negev
development. The plan set 2015
as a target date for increasing
the Negev population from
535,000 to 900,000.

Aleh Negev is part of JNF's
Blueprint Negev initiative that
seeks to balance the human and
environmental needs in devel-
oping this largely unsettled
region. JNF in Israel has spent 2
million shekels ($423,000) to
develop the infrastructure for
the site and JNF USA has
pledged $5 million, which will
include erecting a paramedical
center.
The Almogs came to Detroit
at the invitation of JNF emis-
sary Kami Robinson to present
the project and to visit the

gic goals, and there is a vital
national need to do this urgent-
ly," Sharon said. He said the
plan he will present to the gov-
ernment "will turn the Negev
into a region that attracts peo-
ple and improves the standard
of living."
The government already has
approved the investment of $43
million in Aleh Negev, about 40
percent of the overall cost.
Project supporters estimate the
investment will pay for itself in
just three years because high-
quality residential care for the
disabled is just one-third the
cost of keeping them hospital- -
ized. ❑
