Israel wins big in Federation's Annual Campaign.

approved the budget developed by its
staff for spending the $37.25 million
raised during the 2002 Annual
Campaign on June 18, Federation's
umbrella organization and other
national agencies took a cut in pay.
Israel and other Jewish populations
overseas were the big winners.
United Jewish Communities, the
New York City-based umbrella fund-
raising and social service organization
of the North American Jewish com-
munity, received a total of $12.4 mil-
lion from Detroit, about $500,000
less than the year before.
The shortfall in the UJC General
Fund — the UJC budget — was
approved by federations in June, and
based on a percentage of each federa-
tion's previous campaign figures, said
Stephen Hoffman, UJC president and
chief executive officer.
National agencies with local offices,
like the American Jewish Committee,
American Jewish Congress and the
Anti-Defamation League, also took a
cut.
Overseas allocations benefited by
$7.29 million from the Detroit
Federation, $6.88 million of it from
the Israel Emergency Campaign, a
special fund-raising effort for Israel's
social services and non-defense needs.
The remainder of the overseas alloca-
tion — about $400,000 — will deliv-
er food to needy Jews overseas and
help them to immigrate to Israel.
Local agencies received a 1 percent
across-the-board increase this year,
lower than in previous years. (See
Jewish News, Aug. 9, page 14.)
Of the $37.25 million raised dur-
ing this year's Annual Campaign,
$32.6 million was available for alloca-
tion. A total of $1.02 million was
taken out for shrinkage reserve — 3
percent of the total amount of
pledges that Federation proposes will
not be collected this year — a stan-
dard practice among all federations.
About $3.9 million also was sub-
tracted for administration costs,

including salaries for those who raise
money during the campaign, said
Mark Davidoff, Federation chief
financial officer and executive direc-
tor.
UJC's Stephen Hoffman said spe-
cial campaigns for Israel have totaled
$311 million so far from federations
across North America.

Before the UJC was formed by
merging the Council of Jewish
Federations, the United Jewish
Appeal and the United Israel Appeal
in 2000, Detroit always allocated a
very high percentage to overseas
needs, he said.
"That's all changed," Hoffman said,
citing the fair-share formula. "Now

we're standardizing it so that it's rela-
tive to how generous Detroit is to
other communities in the national
campaign."
Detroit remains very generous to
overseas needs, he said. "One of the
reasons you can be generous is
because you have a successful cam-
paign. That's the bottom line."
