With a cease-fire and Israeli with-
drawals from Palestinian towns pro-
gressing this week, some observers
are dusting off peace proposals. One
Palestinian overture of earlier this
year caught some attention because
it offered to negotiate Jewish sover-
eignty over the Western Wall.
BEHIND THE ISSUE
While most Israelis take continued
Israeli sovereignty over the Western
Wall for granted, the Palestinians
• have also made a claim. Muslims
call the wall Al Burak, their tradi-
tion stating that Muhammad teth-
ered his donkey there before ascend- --
ing to heaven in a dream described
in the Koran. And offices that are
part of the Western Wall complex
were occupied by the Waqf Muslim
religious authority prior to 1967.

Coalition for Jewish Concerns-
Amcha, which lobbied for the bill's
passage.
The bill says the office should be
closed because the Palestinian
Authority's support for terrorist
groups threatens the safety of New
Yorkers. Amcha plans to file a lawsuit
to close down the office, Herzfeld
said.

Sept. 11 Liturgy
New York/JTA — College students
seeking to remember Sept. 11 vic-
tims can find inspiration in the
words of a rabbi burned to death for
teaching the Torah.
Hillel: The Foundation for Jewish
Campus Life has published a book-
let, "For the Parchments May Burn,
but the Letters are Flying Free," after
the phrase Rabbi Chanina Ben
Traydon uttered in the year 135 C.E.
as the Romans wrapped him in a
Torah scroll and set him on fire.
The booklet, which can also be
used for other services honoring vic-
tims of terrorism, includes prayers
drawn from ancient Jewish texts,
biographies of Sept. 11 terror victims
in the New York Times, poetry, patri-
otic songs and traditional Jewish
liturgy.
