dispense money, in the form
of a financial voucher, to
parents who send their chil-
dren to non-public school,
including schools sponsored
by religious institutions.
"Whether the amend-
ment's new indirect funding
of private sectarian schools
would violate the First
Amendment as an establish-
ment of religion and, there-
fore constitute an invalid
policy, is questionable," Seid
said. "If it is approved by
voters, legislation is likely to
follow as in other states
which have adopted a vouch-
er program.
