Population's Price

Israeli mass transit lags commuter growth.

get a perverse sense of pleasure
when I travel from Rehovot to
Tel Aviv in the morning aboard
an Israel Railways train.
For while I am whizzing along, the
people who chose to get to the big city
by car are stuck in a traffic jam. The
journey that takes me less than a half
hour takes them an hour or more.
Not only do I get there
faster, but I also save money. A
round-trip by train costs me
(as a senior citizen) just $2.50,
and even when you add in bus
or taxi fare inside Tel Aviv
itself, the whole venture
involves an expenditure of
about $10. If I go by car, gas
and parking charges amount to
more than twice as much.
I am not alone among car
owners in my preference for
the railroad.
This is evident from the fact
that the parking lot adjacent to
the Rehovot station is full of
automobiles whose owners
have come to the same conclu-
sion.
The popularity of trains is
growing with extraordinary
speed. Last year, Israel Railways
carried 9 million passengers,
up 40 percent from 1998.
And in the year 2000, 12.million
are expected.
However, this is just a drop in the
bucket, because most communities —
among them Jerusalem — have no
access to trains and must depend on
buses or private cars.
As of now there are some 2 million
of the latter, giving Israel the dubious
distinction of having more motor
vehicles per square mile than almost
any other nation in the world.
The consequences here — as in my
native Los Angeles — are clear to see.
A haze hangs over Tel Aviv almost
permanently, and it may soon cover
most of Israel.
Though cars account for only 20
percent of energy consumption in this
country, they are primarily responsible
for air_pollution, which has now
reached the point where dangerous

concentrations of nitrogen oxides are
regularly reported in and around Tel
Aviv.
This problem can only be alleviated
by a massive increase in the railway
network and in other forms of public
transport, but that isn't happening at
anywhere near the pace that is
required. -Instead, $1.2 billion is being
poured into the eight-lane, 200-mile
Trans-Israel Highway, which will be
Israel's first toll road.

protestors even sitting in front of bull-
dozers in an attempt to hold up con-
struction. But it seems unlikely that
the scheme will be scrapped.
- In any case, Israel must have more
public transport if the country is to be
livable. Much of the coastal plain from
Tel Aviv to Haifa is already crowded
to almost Hong Kong levels, and
today's population of 6.2 million is
projected to rise to almost 9 million
two decades from now
Moreover, that total will undoubt-
edly be augmented by day laborers
from the Gaza Strip, where population
density is 10 times higher-than it is in
this country.
This means that before too long,
Israelis who can't or won't ride the rail-
road will be stuck in one enormous
traffic jam. CI
