Voucher Basics

In August, Michigan's board of
canvassers approved language for
a petition proposal to change the
state Constitution to allow stu-
dents to use state funds for private
education.
Backers need to obtain
302,711 validated signatures to
place the voucher proposal on the
November 2000 ballot,
Students using vouchers would
receive funding at half the per-pupil
amount of the school district where
the pupil lives, or half the tuition at
the private school, whichever is less.
Students would still need to be
accepted at the private school of
their choice. No guarantees are
made for transportation or for assist-
ing special education students.
Under the voucher proposal,
only certain students would be
able to use the vouchers:
• Residents of public school
districts in which at least two-
thirds of high school seniors had
failed to graduate in 1998-99.
• Those living in other districts if
members of that public school board
voted in favor of participating.
• Residents of school districts
in which at least 10 percent of
those who had voted in the previ-
ous school board elections signed
a petition supporting vouchers.
In addition, the proposal would
keep total state and local school-per-
pupil operating revenue at no less
than 2000-2001 levels, and man-
date regular testing of teachers in all
public schools as well as in those
private schools using vouchers.

Michigan as well," he said. "What we
would be doing is paying for some-
one's religious education."
Nelam said the Wisconsin Supreme
Court struck down objections to
Milwaukee's voucher plan on separation
of church and state grounds, allowing
the program to continue, and the U.S.
Supreme Court refused to hear the case.
In the case of Cleveland's school vouch-
er plan, the Ohio Supreme Court
recently struck down the plan on a
technicality, but ruled it was not in vio-
lation of the church/state ban. This
leaves Cleveland's voucher proponents
free to draft another version. I
