plus the quality of his products, explain
why his company's customers include,
among others, Toyota, Honda, Mazda,
Nissan and Mitsubishi.
Dovrat markets nor only Israeli-
developed systems, but also looks for
opportunities elsewhere. He pur-
chased, for example, a French compa-
ny that had developed excellent sys-
tems for financial planning but had
never managed to penetrate markets
outside France.

that has customers all over the world
and sales 500 percent higher than
before.
By the same token, overseas firms are
moving into Israel, spending hundreds
of millions of dollars to buy up local
high-tech enterprises and also creating
research and development centers. The
purchases don't bother Dovrat; the for-
eign-owned R&D centers do. It means,
as he sees it, "that Israel is selling its
intellectual capital, its only real
resource.
And while the engineers hired by the
overseas companies earn fat salaries, the
products they develop primarily enrich
other countries.
"Moreover," Mr. Dovrat goes on,
"local high-tech firms are themselves
suffering from a shortage of skilled
manpower, both because of shortcom-
ings in the country's educational system
and because tens of thousands of Israeli
engineers are working in the Silicon
Valley rather than in Rehovot or
Herzliya.
"Both problems must be solved if
we are to realize our full potential," he
