Council Backs Affirmative Action
Without Quotas
A
fter a yearlong study, the
Jewish Community
Council of Metropolitan
Detroit says that affirma-
tive action programs should be
encouraged to level the playing field
for all citizens, as long as quotas are
not used.
After seven months of study that
included meetings with legislators,
clergy, educators and program direc-
tors, the council adopted six princi-
ples. They are:
1. Race-conscious programs that
address the continuing negative
effects of past discrimination are not
only legitimate, but should be
encouraged, as long as race is rust one
of many factors considered.
2. The Jewish communirv's long-
standing position in support of pro-
grams to eliminate discrimination
against racial and ethnic minorities
and women is reaffirmed in light of
current attempts to terminate such
programs.
3. Affirmative action programs
that reach our to specific racial or
ethnic groups for the purposes of
recrui:ment, diversity, remedial edu-
cation or other efforts to "level the
playing field" should be supported,
short of establishing governmental,
race-determinative preferences in
education, contracting or employ-
ment.
4. Private enterprises should be
encouraged CO seek out members of
different racial and ethnic groups to
create a di\erst workforce and to pro-
mote_ respect for diversity throughout

New Perils For Sinai Hospital?

ing reductions at the fiscally
challenged Detroit Medical
Center could lead to closing
Sinai Hospital, a historically Jewish
institution. A Jewish Federation
leader, however, expressed hope that it
will remain open.
According ro Wednesday's Detroit
Free Press, Sinai Hospital, a northwest
Detroit hospital founded in 1953 as a
Jewish facility and sold in early 1997
to the DMC for 565 million, is in
"deep financial trouble," and its possi-
ble shutdown is a "cur getting closer
scrutiny."
Federation Chief Operating Officer
Mark Davidoff said he has received no
indication from the DMC that Sinai
will be closing. Saying that the com-
munity has "a continuing interest in
there being a Jewish hospital," he said
he was sure the center would "engage
us in an appropriate way if there's
something to discuss.
The health system is facing losses
that "might surpass $100 miliion .' this
year, according to the Free Press, but

said" it is not yet clear whether the
$100 million projection is accurate.
She said that as of October, the DMC
had operating losses of at least $40.5
million.
Okotie-Eboh said that the possibility
