wanted a security fence
around the Gaza Strip,
the contract went to the
lowest bidder, a company that relied
on Gaza Strip Arabs, who were effec-
tively being
asked to
build a
fence
around
themselves.
Halfway
through,
with sup-
plies disap-
pearing
and the site
regularly
sabotaged,
the Army
Zevi Kahanov
gave up
and turned
for help to Keren Kayemeth Lelsrael.
KKL is the Israeli arm of the Jewish
National Fund, long known for the
blue boxes in every Hebrew school
classroom that raised money to plant
trees in Israel. The point, said Zevi
Kahanov, KKL's national representa-
tive in the United States, is that his
organization and JNF are no longer
just about trees.
With an operating budget of S239
million a year, he said KKL is a non-
political company that owns 17 percent
of the land, and co-manages with the
Israel Land Authority 92 percent of the
public land or open spaces in Israel.
Passing through town ro raise
money, Kahanov said the JNF garners
the vast majority of its budget from
land leases, but still needs donations
for land and water management, parks
and woodlands, tourism, agricultural
research and community development.
Of the 530 million received in annual
donations from the United States,
5500,000 comes from the Detroit area.
Over the last decade, the JNF has
increased Israel's water capacity by 5
percent, but it's not enough. A major
desalinization plant, which would take
seven years to build if it is approved, is
the only long-term solution, he said.
There isn't enough fresh water to
expand tourism in the area."
