Apartments has been plan-
ning to add hundreds of new
units to the stable of five
apartment buildings it already oper-
ates.
Now, plans to build two new corn-
plexes with 100 units each are close to
materializing.
The JFA board will seek site
approval June 23 from the West
Bloomfield Planning Commission for
the buildings and a plaza to connect
them. The proposed location is north-
west of the Hechtman Apartments on
the Jewish Community Campus in
West Bloomfield.
Even if the plans get the nod from
West Bloomfield, however, the JFA
board will still have to wrestle with the
contentious problem of how to handle
a long waiting list and whether to
invest in an oversize kitchen to handle
future growth.
"We need to be approved by the
planning commission before we can
move ahead," said JFA President Jerry
Brody.
Brody and JFA Executive Director
Marsha Goldsmith Kamin hope the
general West Bloomfield Township
board grants approval for the project
in July.
While these details are being sorted
out, Kamin said she's meeting with
banks to line up financing for the pro-
ject.
If all goes as scheduled, Brody
hopes for a late summer or early fall
groundbreaking.
"We will have occupancy one year
after construction begins," Kamin
said. "Hopefully, the structure can
be built before winter so that work
can be done inside during the win-
ter."
One building and the plaza would
be constructed first, with the second
building to follow when it is approved
by the Jewish Federation of
Metropolitan Detroit, Brody said.
He said approval will depend on
the demand for units, "but we know,
based on our numbers, we have
more than enough numbers for fill-
ing the additional residences. We
could do it without advertising for
applicants."
JFA apartments provide housing for
618 senior adults.
Currently, the wait list for admis-
sion to a JFA apartment ranges from
one to two years at Prentis and two to
three years at Teitel, both in Oak Park.
The wait at Hechtman in West
Bloomfield is three to five years.
Hechtman II opened in 1992, and
according to Kamin, was filled imme-
diately.
When each building opened, a new
wait list was started, according to
Brody. "Starting a new list for the new
building is still an issue that needs to
be addressed," he said.
"The key is that whatever the [JFA]
board decides [should be] fair and
equitable to everyone involved and
consistent with past policies."
Another yet-to-be-finalized piece of
the project is the size of the kitchen.
Part of the discussion is whether a
community kitchen should service
more than just the new apartment
buildings, much like the kitchen at
Prentis in Oak Park serves its resi-
dents, Teitel Apartment residents, the
Jimmy Prentis Morris Jewish
Community Center and Meals on
Wheels.
"Should a community high school
be built on the campus in West
Bloomfield, do they spend the money
to build a kitchen there too, or if the
capacity exists, prepare the meals at a
central location?" Brody asked. "We're
going to try and bring the food costs
down."
According to Brody, a kitchen con-
sultant was hired to evaluate kitchens
in the community and come back
with options for the JFA board to
consider.
