Will the administration's incremen-
tal plan fly?
"I'm not enthusiastic, but I don't
exclude the possibility that it could
work," said Yossi Beilin, one of the
architects of the Oslo agreements and
a Labor member of Knesset. "The
White House did their best to find a
formula that was feasible, but the
question remains whether it is feasi-
ble."
Despite predictions of administra-
tion arm-twisting, Mr. Beilin said,
"there was no pressure." But he also
said that Mr. Netanyahu may now
believe he has additional latitude to
stall the peace process.
"For the prime minister, it's impor-
tant to delay the moment of truth; in
that context, I think he left
Washington happy. But I don't think
it's in the national interest of Israel to
put it off, because the clock is ticking,
and we're approaching May 1999,
which may be the most important
moment in the peace process. That
will be a disastrous time if we haven't
dealt with these issues."

Court Clears
Garbage Trucks
Jerusalem (JPFS) — The first two
trucks hauling garbage from the center
of the country to Dudaim were on
their way — under police escort
despite a protest at the site by some
5,000 Negev residents.
The trucks' path was cleared by the
High Court of Justice, which earlier in
the day ordered the state to show
cause, by Feb. 8, why it had decided
to take the garbage to Dudaim. But
the court failed to grant the Beersheba
Municipality the restraining order it
had sought preventing the use of
Dudaim until it hands down its final
ruling.
At the hearing, Justice Eliahu
Matza criticized the petitioners for
threatening to use violence to stop the
transport of the garbage.
At a press conference at Hiriya,
Environment Minister Rafael Eitan
repeated his stand that there is no
choice but to immediately close the
dump, where garbage from the Dan
region had previously gone. He said
apart from the threat to flights to
and from Ben-Gurion Airport from
the scavenger birds hovering above
the dump, there are severe environ-
mental hazards and the man-made
mountain of garbage is in danger of
collapse. ❑
