everal Israeli bigwigs were in
Washington last week — but
not Prime Minister Binyamin
Netanyahu, who had hoped to
sit down for coffee and a schmooze
with President Clinton.
Mr. Netanyahu, whose policies
continue to infuriate American policy-
makers, was snubbed. This week,
Israeli officials were still trying to pin
down a date for a December meeting,
but the White House, which wants to
see firm proposals for a new Israeli
7-=redeployment on the West Bank and
agreement on a settlements "timeout,"
wasn't making things easy.

In a world of technology,

Shimon Peres made a White House
appearance.
The man Mr. Netanyahu beat in
the 1996 elections, former Prime
Minister Shimon Peres, was luckier.
Mr. Peres came to the White House
on Friday accompanied by Leah
Rabin, the widow of slain Prime
Minister Yitzhak Rabin. They present-
ed Mr. Clinton with the first Man of
Peace award for his ongoing commit-
ment to peace in the Middle East.
At a White House ceremony, a visi-
`-6ly emotional Clinton described a vir-
tual shrine to Rabin in his private
office that includes the yarmulke he
wore to Rabin's funeral, a stone from
his grave and a picture of their last
meeting.
But Mr. Clinton's primary message
was unsentimental. He used the event
to punctuate the line that the State
Department continued to send out
this week.
"Both sides must refrain from
actions that undermine the joint
pledge they have made to strengthen
security," he said. "Both sides must
approach each other as partners,
