hen the Conference of
Presidents of Major
American Jewish
Organizations faced the
issue of U.S. aid to the Palestinians
recently, it did so in a way that struck
some of its members as something seen
too rarely in recent years: Its new chair-
man, Melvin Salberg, presided over a
spirited, hour-long debate on the ques-
tion.
Though it reached no formal conclu-
sion, the conference, said Mark Seal,
associate executive vice president of the
Hebrew Immigrant Aid Society, "has
not had that kind of discussion for a
long, long time."
Recently, Salberg caught the atten-
tion of many more people when New
York Times columnist Thomas Friedman
reported on a meeting the Jewish leader
participated in with President Clinton.
Salberg, the columnist wrote, told
Clinton that American Jews want the
president "to press both Yassir Arafat
and Benjamin Netanyahu to do what's
needed to restore the peace process."
Friedman's formulation struck many
observers as something else new from
the group that serves as organized
Jewry's official voice on Israel-related
issues. It was rare, they said, to hear
about the head of this body inviting the
administration to "pressure Israel on
anything, even in concert with similar
action toward the Palestinians.
More recently, Salberg struck again.
In a series of small meetings he initiated
with various Presidents Conference
members, Salberg listened patiently as
some voiced longstanding complaints
about the way the umbrella group oper-
ates, especially when it comes to
accountability to its members.
The members, in turn, heard about
Salberg's plans to reform the group's
policy-making process by establishing a
series of new task forces on issues such
as Iran and Iraq, and missile prolifera-
tion in the Middle East.
Four months into his tenure as chair-
man of the Presidents Conference,
Salberg appears to now be starting to
make his mark. The new chairman,
who took over during a period of
increasing criticism that the group was
out of step with the community it
