choice political plum. The 15 mem-
bers of the well-paid board of direc-
tors are all political appointees, which
may explain why not a single one of
them has any engineering or techno-
logical training or experience.
The growing population in Israel,
and the great increase in industry
have resulted in a greater demand for
power. The company requires a large

amount of capital for expansion,
more money than the government
has available. Since a small number of
shares are already privately owned,
consideration is being given to selling
more, but not enough to effect gov-
ernment control. Success of the sale
could be assured only by guarantee-
ing high dividends, which in turn
means higher rates the public will be
called upon to pay.

One small dent in this economic
impasse has been made by a recent
law which, in providing for continu-
ance of the company monopoly, did
provide for another, competitive
company to produce up to 10 per-
cent of the giant's capacity. No one
has yet appeared to pick up the chal-
lenge.
All the maneuvering and dealing
goes on in the back rooms. What we
of the public know is only that from (--/
time to time the rates are boosted.
Bonuses are traditionally paid to the
staff each year? So the rates must go
up again to show a net operating
profit to justify the bonuses.
Eliminate the bonus in a non-prof-
itable year? Blackout!
