Hidden Pact
King Hussein's dramatic visit to Israel may have
engineered a secret Israeli-Palestinian deal.

arly last week, most of the
attention in Jerusalem was
on the crisis in Israel-Jor-
danian relations. It soon
eased after King Hussein's un-
precedented visit to the bereaved
families of seven Israeli school-
girls murdered by a Jordanian
soldier.
But those positive feelings gave
way when Israel's government
took a firm and final decision to
begin building the new Jewish
housing in east Jerusalem's Har
Homa. In doing so, it cast aside
the dire predictions of Israel's se-
curity apparatus that Palestin-
ian violence would likely ensue.
But in his meeting with Mr.
Netanyahu, King Hussein at least
lit a spark by getting Messrs. Ne-
tanyahu and Arafat on the phone
together.
And at his joint news confer-
ence with the king, Mr. Ne-
tanyahu intimated that contacts
between Israeli and Palestinian
officials were continuing. The plan
was to have Messrs. Arafat and
Netanyahu discuss a deal at an
upcoming meeting engineered by
King Hussein.
The proposal would allow the
construction of Har Homa to pass
quietly. In return, Israel would:
