And there's yet another as-
pect of the double standard ap-
plied to Jews and Arabs in
Jerusalem. The city's different
neighborhoods, Mr. Seidemann
points out, are marked by a dis-
tinct ethnic, religious or national
character. Even Mayor Olmert
subscribes to this view.
"But in opening Ras el-Amud
to a bi-national population, he's
contradicting his own argu-
ment," Mr. Seidemann says.

On the face of it, it's
difficult to imagine
why Jews would
want to live in Ras
el-Amud.

For now, the future of Ras el-
Amud still remains in abeyance.
And it places Mr. Netanyahu in
a particularly unsavory position.
On one hand, senior security
forces have been warning that
approving the plan for Ras el-
Amud may spark a round of
Palestinian violence reminiscent
of the Hasmonean tunnel affair
in September.
Worse yet, the fact that the
property in question is owned
by Mr. Moskowitz — who fund-
ed the new opening to the Has-
monean tunnel and urged the
prime minister to inaugurate it
when he did — makes the po-
litical issue all the more prick-
ly.
Which returns us to the dif-
ference between being right and
being smart. No one in Israel re-
ally questions who owns the
problematic property. And few
Israelis would dispute the prin-
ciple that Jews should be al-
lowed to live where they like.
But whether manifesting that
principle — in a Palestinian
neighborhood, in numbers and
in today's charged atmosphere
— is smart is another matter.
At the end of the day, that is the
choice posed by Ras el-Amud
and the one Israel's government
will have to make. 111
