tanyahu would undoubtedly like
to expand the settlements, he is
hemmed in politically because
such a move would doom the
peace process ; which most Is-
raelis are loathe to see. The press-
ing need to make deep budget
cuts also constrains Mr. Ne-
tanyahu from investing heavily
in the territories.
Further, the economic slow-
down has rocked the real estate
market; prices are falling,
builders are reluctant to build
and buyers are reluctant to buy.
And, Professor Goldblum as-
serted, "Most of the people who
would be likely to move to the set-
tlements have already done so.
There isn't much potential for
growth left."
Yehiel Leiter, head of the
Yesha Council's foreign desk,
took exception to most of the as-
sumptions and conclusions held
by government critics from the
right and left.
The Rabin-Peres government
didn't build housing in the set-
tlements, Mr. Leiter insisted; it
merely got out of the way of some
of the construction that had al-
ready been started by the time it
took office.
It barred the sale of some 3,000
finished homes in settlements
throughout the West Bank, while
the Netanyahu regime has al-
lowed them to go on the market.
In the month these homes have
been up for sale, some 750 have
found purchasers, Mr. Leiter not-
ed.
Projects for the construction of
over 4,000 additional West Bank
homes are in various stages of ap-
proval, he added.
The reason so many settler
leaders are cynical about the Ne-
tanyahu government's settle-
ment policy, Mr. Leiter insisted,
is because they had such high ex-
pectations after the elections.
He asked rhetorically: "If the
government really isn't doing -
anything, why are the Arabs in
such an uproar?"
This question was put to Sa'eb
Erekat, who heads the Palestin-
ian negotiating team on imple-
mentation of the Oslo accords.
He, too, took issue with the con-
ventional wisdom.
"Nothing has changed," Mr.
Erekat insisted. The reality of
Mr. Netanyahu's actions in the
settlements, and whether they
are more or less aggressive than
those of his predecessors, is hard
to discern. His statements, how-
ever, are unquestionably more
aggressive, and they create cer-
tain impressions abroad, and cer-
tain expectations at home.
Mr. Netanyahu's settlement
policy may in fact tend to the
left, right or center, but percep-
tions of his policy are such that
he is catching hell from all di-
rections. ❑
