It barred the sale of some 3,000 finished homes in settlements throughout the West Bank, while the Netanyahu regime has al- lowed them to go on the market. In the month these homes have been up for sale, some 750 have found purchasers, Mr. Leiter not- ed. Projects for the construction of over 4,000 additional West Bank homes are in various stages of ap- proval, he added. The reason so many settler leaders are cynical about the Ne- tanyahu government's settle- ment policy, Mr. Leiter insisted, is because they had such high ex- pectations after the elections. He asked rhetorically: "If the government really isn't doing - anything, why are the Arabs in such an uproar?" This question was put to Sa'eb Erekat, who heads the Palestin- ian negotiating team on imple- mentation of the Oslo accords. He, too, took issue with the con- ventional wisdom. "Nothing has changed," Mr. Erekat insisted. The reality of Mr. Netanyahu's actions in the settlements, and whether they are more or less aggressive than those of his predecessors, is hard to discern. His statements, how- ever, are unquestionably more aggressive, and they create cer- tain impressions abroad, and cer- tain expectations at home.
