tainty of who will be formulating
American Mideast policy in the
weeks and months to come.
"Look, there's bound to be a pe-
riod of sorting out after this elec-
tion," said a source close to the
peace talks. "But there's no ques-
tion that if Sharon's proposal be-
comes official policy, it will be one
more obstacle that the next set of
American negotiators have to
deal with. And it will be one more
problem in relations between this
government and the folks in
Jerusalem."

partment refused to give a firm
date for a return to the region by
Ambassador Dennis Ross, the
American Mideast coordinator
who came home in frustration af-
ter the Hebron redeployment
talks failed to produce an agree-
ment two weeks ago.

And Church-State
The rest of WashingtOn may have
been mesmerized by the epic pol-
iticking of the past few weeks, but
over at the Supreme Court, it was
business as usual.
On Monday, the high court
turned back an appeal by Mis-
sissippi allowing student prayer
in public schools. State officials
argued that a 1994 state law,
which was ruled unconstitution-
al by a lower court, was justified
because of growing problems in
the schools such as drug use and
truancy. The law was passed as
a reaction to the suspension of a
Jackson, Miss., school principal
for allowing student-led prayers
over the school intercom; a fed-
eral district court rejected the
law, citing an improper official
involvement in religious activity
because school officials would
have to decide which prayers
could be read and which would
be rejected.
In another church-state de-
velopment, Jewish groups re-
ceived an unwelcome surprise
when the Clinton administration
asked the court to overturn a
1985 decision that bars teachers
in public school districts from of-
fering remedial classes and coun-
seling services at parochial
schools. The issue is tricky be-
cause Orthodox groups like Agu-
dath Israel of America, which
represent the interests of nu-
merous Jewish parochial schools,
would like to see a reversal of the
Aguilar decision, and because the ti
Clinton administration may be
opening a technical can of worms
with its request to revisit a case
that has already been decided by
the court.
