Capitol — a matter of deep con-
cern to pro-Israel activists and to
Jewish lobbyists who concentrate
on domestic issues.
One high-stakes race is taking
place in suburban Detroit, where
Rep. David Bonior (D-Mich.), the
House minority whip, is in a tight
race with Susy Heintz, a moder-
ate Republican.
Mr. Bonior has been a problem
for Jewish groups on two fronts;
the liberal politician has been cool
in his attitude toward Israel, and
he is strongly anti-abortion, a po-
sition that puts him at odds with
most Jewish organizations.
His record on Israel, in partic-
ular, has led some pro-Israel po-
litical action committees to break
with their usual policy of favoring
incumbents in leadership posi-
tions; recently, the National Po-
litical Action Committee gave
$5,000, the maximum, to Ms.
Heintz.
"It's unusual to go against the
incumbent," said NatPAC's exec-
utive director Chuck Brooks. "But
Bonior has been consistently hos-
tile to the pro-Israel agenda; no
matter how many overtures have
been made, he's resisted."
Ms. Heintz, who is pro-choice,
has a good chance to unseat the
10-term veteran, Mr. Brooks said,
if Mr. Dole runs strongly in the
state.
In Pennsylvania, Rep. John
Fox, a Republican freshman and
a Jew, is in a close race to retain
his seat against Joe Hoeffel, a
county commissioner in Mont-
gomery County, a high-toned dis-
trict north of Philadelphia.
Mr. Hoeffel is trying to paint
Mr. Fox as a supporter of the
Christian right agenda; in his
campaign material, he asserted
that the incumbent "vcted with
Newt Gingrich 91 percent of the
time," and pointed to Mr. Fox's
high rating from the Christian
Coalition.
But Jewish Republicans are
fighting back; Mr. Fox, they say,
is a pro-choice, fiscally conserva-

tive moderate. And Mr. Fox ap-
parently is trying to distance
himself from Mr. Dole. ❑
