Binyamin Netanyahu's latest
Jerusalem stand-off with the
Palestinians sounds like a tern-
pest in a teapot.
Between 1968 and 1985, the
Religious Affairs Ministry dug
a 400-yard tunnel northwards
from the Western Wall plaza un-
der the Muslim Quarter towards
the Christian Via Dolorosa. This
year, on the night after Yom
Kippur, the government opened
an exit gate on the Via Dolorosa
so that tourists could enter at
one end and exit at the other.
The previous Labor adminis-
tration had kept the gate sealed
for fear of inciting the Pales-
tinians.
To Mr. Netanyahu's admir-
ers, the opening was an asser-
tion of Jewish sovereignty in
East as well as West Jerusalem.
It may also have been an ap-
peasement gesture to the reli-
gious and nationalist right,
which is bracing for an immi-
nent redeployment of Israeli
forces in Hebron.
To Mr. Netanyahu's critics,
the opening was a tactless
provocation at a time when the
prime minister is striving to con-
vince the Arabs and the world
at large that he is committed to
advancing the Oslo peace
process, even though it was
anathema to his Likud party
when it was in opposition. It
came on the eve of Mr. Ne-
tanyahu's first visit to Western
Europe since winning the May
elections, and three days before
the scheduled resumption of ne-
