ilometers of new roads and
a budding pragmatism
might be the offshoot for
Israeli settlers on the West
Bank, but nobody is celebrating.
Absent in the new reality is even
a glimmer of the feeling that, as
the Hebrew saying puts it, "The
demon [of living alongside the
Palestinians] is not so dreadful."
Just last summer the country
was suffused with heated rhetoric
and apocalyptic visions of a "sec-
ond Holocaust" awaiting the
140,000 settlers in the West
Bank if the Israeli pulled the
army out the Palestinian popu-
lation centers in the West Bank.
Today, conversations with the
most sensitive and vulnerable of
these settlers — working moth-
ers whose children often travel to
school through Palestinian con-
trolled land and who themselves
travel as far as Jerusalem almost
daily — reveal that everyday
lives have not changed, despite
the dramatic political revisions
on the ground.
Yet neither have their percep-
tions of their situation, their
Palestinian neighbors, or their
future.
The one immediate difference
is the new travel arrangements
in the West Bank.
"The Ramallah-bypass road
has changed my life," declares
Nurit Oman, a 38-year-old social
worker who lives in Ofrah, a vet-
eran settlement of 300 families
northeast of Ramallah, and trav-
els to work in Jerusalem. "At first
I was in ecstasy. Driving through
the El Bireh arch," she says of a
notorious bottleneck on the old
route, "used to be a nightmare.
Now you don't encounter Arabs
anymore. I don't get butterflies
in my stomach each time we set c
out."
Such effusive talk — implying
that the Labor government has
actually done something to im-
prove their lives — is not always
approved by the broader settler
community. And inevitably there
are practical complaints about
the new arrangements, which <
have lengthened the trip to
Jerusalem (by about 15 minutes)
and plunge the settlers into the
worst of the capital's morning
traffic.
Bypassing Ramallah has also
turned the drive from western to
eastern settlements, or from the
eastern settlements to the coast, <
into a major trek. "It now takes
almost two hours for teachers
who live west of Ramallah to
reach our high school in Ofrah,"
reports Naomi Glickstein, "and
morale in the teachers' room has
been really low since the [the
army's] redeployment."
To ease that problem, the set- c
tiers themselves paved a more di-
rect route around the Palestinian
enclave, using funds donated
mostly from abroad. To their dis-
may, the government promptly
closed it — albeit only to repair
sections deemed dangerously be-
low standard.
Not that the government-hired <
contractors have done much bet-
ter. "Watch out for the pot holes,"
warns Atara Ofan as we exit the
settlement of Pesagot, hugging
the eastern edge of Ramallah and
