is not contested. Only their na-
ture is disputed."
The Likud mayor of
Jerusalem, Ehud Olmert, alleged
that two such sessions had tak-
en place in Arab east Jerusalem
last November and December.
Mr. Olmert claimed the Israeli
academics told their Arab part-
ners they had received a green
light from Yossi Beilin, an insti-
gator of the 1992-93 Oslo dia-
logue, and a Peres protege now
Minister Without Portfolio. Ac-
cording to Ha'aretz, they do in-
deed report their impressions to
Beilin.
As evidence of political division
already taking place, Mr. Ne-
tanyahu said Orient House, the
PLO's base in east Jerusalem,
was functioning like a de facto
foreign ministry. (The Public Se-
curity Minister, Moshe Shahal,
announced on Monday that he
will act to stop visiting foreign
ministers from going to Orient
House; it remains to be seen
whether he follows through.)
Mr. Netanyahu said that an-
other 10 offices of the Palestinian
Authority were operating in East
Jerusalem. So was Colonel Jibril
Rajoub's internal security service.
"Jerusalem is being politically
redivided," the Likud leader com-
plained. "I'm afraid that, as sure
as night follows day, it will even-
tually lead to a physical division."
Likud also has grounds for ac-
cusing Rabin and Mr. Peres of
pursuing this policy by their hav-
ing allowed East Jerusalem vot-
ers to cast, within city limits,
ballots for the Palestinian coun-
cil last month. But so far the right
has failed to mobilize public opin-
ion behind its protests.
In practice, most Israelis have
acquiesced in a division of
Jerusalem since the Intifada up-
rising started eight years ago.
Apart from the Jewish Quarter
and the Western Wall in the Old
City, they stay away from the
Arab side of town.
For his part, Mr. Netanyahu
declined to call the Prime Minis-
ter a liar and contended that poli-
cies, not personalities, were the
issue. But, without a drastic
change in the polls, the Likud
campaign can only become more
desperate — and personal. ❑
