Bonn (JTA) — A sharp rise has
occurred here in the use of com-
puters to distribute extreme
right-wing propaganda, accord-
ing to the German Verfas-
sungsschutz, a federal office that
monitors political extremism and
subversive activities.
About 250 people are connect-
ed to a system that is being used
to publish right-wing newspa-
pers, to send related mail and to
exchange computer programs, ac-
cording to the government.
The system's slogan is: "We're
inside, the government is out-
side."
German authorities suspect
that the system is organized by
a college student in Bavarian
town of Erlangen.
The use of computers gives
neo-Nazi groups flexibility to deal
with unexpected events. They
can mobilize their members on
short notice and organize large
events.
The Interior Ministry here is
studying suggestions on how to
curtail the spread of the right-
wing communication system.
The content of the messages is
illegal under German law, which
prohibits the circulation of anti-
Semitic propaganda, the glorifi-
cation of the Third Reich or the
use of Nazi symbols for advanc-
ing political causes.

Army Officers
Join Talks
Jerusalem (JTA) — Army officers
will be part of the negotiations
when Israel and Syria convene
for another round of talks later
this month, members of the Is-
raeli delegation to the peace talks
said.
The Israeli negotiating team
briefed Prime Minister Shimon
Peres and Foreign Minister Ehud
Barak on the discussions, which
were held for six days in late De-
cember and early January at a
secluded site in eastern Mary-
land.
At the close of the U.S.-medi-
ated talks, the three sides issued
a joint statement saying that the
discussions were "fruitful, con-
structive and practical."
Uri Savir, director general of
the Foreign Ministry, who is
heading the Israeli delegation,
told Israel Radio that his team
was leaving the United States
with the feeling that "we have a
partner that wants to reach a
peace deal in 1996."
But he stressed that the sides
were still far from agreement.
"There are still many gaps,
and we will need much more
than one round," he said.
U.S. Middle East peace envoy
Dennis Ross also was optimistic.
