wo startling facts with im-
portant implications for the
Jewish population of the
Chernobyl region were an-
nounced during the 1995 World
Health Organization Regional
Conference held in Jerusalem at
the end of September. Dr. Kei-
th Baverstock, radiation scien-
tist with WHO's Chernobyl
research program, announced
that thyroid cancer in Belarus
has now risen to 500 times above
the pre-Chernobyl rate. Then, in
an interview with the Jerusalem
Post, he disclosed that Jews may
be three to nine times more sus-
ceptible to this post-irradiation
thyroid cancer than non-Jews.
It is important to note that in
this context "Jewish" is a biolog-
ical or racial connotation rather
than a religious one. Dr. Dillwyn
Williams, histopathologist at Ad-
denbrooke Hospital in Cam-
bridge England, uses the term
"people of Jewish origin" in his
discussion of the issue.
As the medical liaison of the
Chabad Children of Chernobyl
Project, I attended the conference
and requested of Dr. Baverstock,
on behalf of our organization, to
verify through his research the
extent to which the Jewish pop-
ulation is being affected because
of this increased susceptibility. I
pointed out that the areas af-
fected by Chernobyl contain a
large Jewish population, and
traced the Jewish history of the
area, beginning with the creation
of the Pale of Jewish Settlement
in the late 1700s.
Dr. Baverstock compared the
current 500 times increase in
thyroid cancer to the 200 times
increase he reported earlier this
year. He cautioned that the in-
crease in cancer is only the be-
ginning of a much larger one that
will occur in coming years. Ten
years post radiation exposure, he
said, is still very early for malig-
nancies to appear. He describes
these post-Chernobyl thyroid
cancers as "extremely aggressive
and fast acting in young children:
and he advises early surveillance
of affected youngsters.
With thyroid cancers increas-
ing at this rate, Dr. Baverstock's
information has widespread im-
plications for the Jewish corn-
munity, not only in Belarus,
Ukraine and Russia, but also in
Israel and the United States, two
countries which host large num-
bers of Chernobyl immigrants.

Health providers in all coun-
tries hosting young Chernobyl
victims must be alerted to this
potential susceptibility among
Jewish children and extra vigi-
lance among both physicians and
parents should be encouraged.
In addition to being informed of
the increased risk to Jewish chil-
dren from Chernobyl's affected
areas, health care providers must
be familiar with the proper di-
agnostic protocols for this special
group of radiation affected pa-
tients. Dr. Baversock's sugges-
tion of routine palpitation of the
thyroid in all children from the
affected areas should be followed,
and, when indicated, thyroid
scans and blood tests should be
given. Enough indication of risk
exists to encourage physicians to
err on the side of caution rather
than chance an undiscovered
thyroid cancer or other radiation
related disease because of lack of
diligence.
The 1,238 children who have
thus far been brought to Israel
through the Chabad Children of
Chernobyl Project are given
thorough examinations, includ-
ing routine thyroid palpation,
with the risks of radiation expo-
sure forming the foundation of
our medical protocol. Any indi-
cated disturbance of thyroid func-
tion, including enlarged thyroid,
unusual growth patterns, or er-
ratic emotional or psychological
behavior, is followed by thyroid
scans and/or blood tests. This
precautionary approach has un-
covered health effects that would
otherwise have gone undetected.
Our protocol is in line with the
recommendations of the Ameri-
can Thyroid Association that all
children exposed to Chernobyl
radiation be given a fairly com-
prehensive series of thyroid tests
to rule out the possibility of thy-
roid nodules or malignancy. They
recommend "examinations of
their neck and thyroid at least
annually and possibly twice per
year." They advise that "physi-
cians should be aware that the
children have a medical legacy
of a substantially increased risk
of developing thyroid cancer... It
is of value to be aware of these is-
sues in children [living in these
regions at the time of the disas-
ter] and those born within six
months after..."
If this protocol is being sug-
gested for all children, then for
Jewish children, with increased
susceptibility, it should be only
the minimum and followed ab-
solutely.
