least, the Interim Agreement will
bring Israelis and autonomous
Palestinians closer. Gaza and
Jericho are relatively distant
from the Israeli heartland. But
the soon-to-be-autonomous cities
of Tulkarem and Qalqilya, Beth-
lehem and Ramallah are just a
"stone's throw" from Tel Aviv,
Jerusalem, and their suburbs.
So no one doubts that in the
months to come, opponents of the
new arrangements, in both com-
munities, will try their best to
sabotage the pact. Hebron will
undoubtedly be a focus of conflict,
but the reverberations will affect
the general atmosphere — and
perhaps implementation — else-
where.
Thre is also the danger of a
chain reaction. If the redeploy-
ment is disrupted, the Palestini-
ans elections may be delayed be-
yond next spring. And if Pales-
tinian disappointment expresses
itself in support for terrorism, the
government may not be able to
resist pressures to move the Is-
raeli elections forward. As things
stand now, the redeployment is
scheduled to be completed about
the time of the party primaries
in Israel — and just a few weeks
before talks on the final settle-
ment are slated to begin.
Once completed, the many by-
pass roads being paved in the
West Bank may be able to solve
the worst problems on the
ground. But they will not help Is-
raelis bypass the real issue at
stake now: the broader "nation-
al condition" — political, eco-
nomic, and social — they want to
forge for Israel as it enters the
21st century. E]
