Meeting Batya, it is hard to be-
lieve that she is from a family of
drug addicts and alcoholics and
that by the age of 13 she was ad-

from several schools and was con-
sidered too hardened for one of
the regular facilities of Israel's
services for delinquent youth.
One-and-a-half years ago, she
arrived at Magen, the last-chance
institution of the Youth Protec-
tion Authority for delinquent ado-
lescent girls. It is situated among
terraced hillsides on the outskirts
of Jerusalem, and the 24 girls liv-
ing there were referred to the fa-
cility by court order.
The American Jewish Joint
Distribution Committee's (JDC)
involvement in the facility began
three years ago, when together
with the Youth Protection Au-
thority, it convened a group of ex-
perts to evaluate the country's
facilities for delinquent teen-
agers. Their recommendations
have resulted in plans to enlarge
Magen to include a secure locked
facility, the present rehabilita-
tion unit, and shared apartments
in the community, where small
groups of girls who have made
sufficient progress will function
almost independently, while still
receiving regular supervision
from the Magen staff.
While committed to helping
the Labor and Social Affairs Min-
istry by raising part of the $3 mil-
lion to improve and enlarge the
facility, JDC has been working
for over a year with the Magen
staff to enhance the level of man-
agement and develop more ef-
fective teaching programs which
focus on the separate needs of
every girl.
Some of the girls arrive at Ma-
gen functionally illiterate. In ad-
dition to completing their basic
education, the girls have the op-
portunity to learn a variety of
crafts — from pottery to hair
styling — and to learn modem of-
fice skills, including word pro-
